funding available against lower-grade collateral

I am a consultant for a company in Western Europe which has large “credit-line facilities” in place at various banks in Western Europe. The credit lines were made available after my client’s projects were approved by the banks.

Here is the opportunity that exists at the moment.

My client is willing to consider entering into a joint venture relationship with anyone who seeks project financing and has available, or can obtain, any of the types of collateral as described below. If the collateral is acceptable by my client’s bank(s), and the party controlling the collateral is acceptable to my client, then my client would be willing to discuss a joint venture relationship, whereby my client would obtain funding against the collateral and the proceeds of the funding would be used to ultimately fund each party’s projects.

The following is a list of some of the types of collateral that are acceptable:

Corporate Bonds
Government Bonds (Sovereign Guarantees)
Corporate Promissory Notes
Promissory Notes
Letter of Guarantees
Standby Letter of Credits
Certificate of Deposits
Short Term Notes
Medium Term Notes
Long Term Notes
Financial Surety Bonds
Insurance Policies
Corporate Stocks
Certain metals

It is important for you to know that most of my client's banks will accept collateral issued by lower-rated financial institutions located in exotic countries, such as South Korea, Croatia, Serbia, Mexico, Brazil, etc. So, I suggest that you provide me with a description of the particulars of the collateral, and I will reply as soon as possible with an answer from my client whether or not it is acceptable.
